Payment to an ICF/IID for services provided to an eligible individual may not be made until the requirements of this chapter are met and the facility is actually providing services to the individual.

Payment to facilities shall be made in behalf of a recipient for resident days only. Resident days include the day of admission but exclude the day of discharge.
