The department must refer an individual to the Social Security Administration to apply for supplemental security income if the individual's income, minus twenty dollars, is less than:
(2) The supplemental security income standard benefit amount of nine hundred ninety-four dollars, if the individual is not institutionalized but living in an adult foster care home or an assisted living facility.
