An applicant or recipient must declare his or her citizenship or alien status. An applicant or recipient who declares that he or she is a citizen or national of the United States must present to the department documentary evidence of citizenship or nationality as specified in 42 U.S.C. § 1396b(x), as amended to July 1, 2014.
