With the exception of reference documents, the licensing agency shall make the contents of a kinship foster parent's licensing record available for review and comment upon request of the kinship foster parent. When a kinship foster parent renews a license, the licensing agency shall offer the kinship foster parent an opportunity to review the licensing record and make written comments in the narrative section. The kinship foster parent shall date and sign the written comments. The kinship foster parent shall acknowledge in writing that the opportunity to read the licensing record was offered. The kinship foster parent may not remove material from the licensing record.
