The agency shall have a written fee policy for services provided to children, biological parents, adoption applicants, and adoptive parents. The fees shall be based on the cost of the services provided, and the fee policy shall include the conditions under which fees are charged or waived. The agency shall have a written statement on payment procedures for maintenance costs to foster parents.
