The department may use methods such as the following to enforce delinquent support obligations:

1. (1) Issuing delinquency notices;
2. (2) Making a personal contact;
3. (3) Instituting contempt proceedings in a court within this state;
4. (4) Instituting other legal procedures authorized under the laws of the state, including the attachment of or the imposition of liens on real or personal property;
5. (5) Instituting proceedings in the courts of the United States;
6. (6) Certifying delinquent obligations to the United States Treasury for collection;
7. (7) Offsetting past-due support obligations against federal tax refunds;
8. (8) Withholding unemployment compensation from the noncustodial parent through offset, agreement, or legal process;
9. (9) Establishing and enforcing provisions requiring the noncustodial parent to provide insurance coverage for the noncustodial parent's children; or

10. (10) Notifying the federal government of delinquent support obligations for denial, revocation, or limitation of passports.
