When reviewing OTC drugs for coverage by the department, the P and T committee shall consider the drug's clinical efficacy, safety, and cost-effectiveness. Following the committee's review, it shall make its recommendations for coverage to the department. The department shall make the final determination as to whether an OTC drug is covered. The department shall base its final determination on the committee's recommendation.
