When calculating the allowable payment for the nondirect care costs of health and subsistence, plant/operational, and other operating costs for the state fiscal year 2005 and thereafter, the department shall pay 80 percent of the costs between the 105 and 110 percent ceilings.

The department does not recognize any of the nondirect care costs of health and subsistence, plant/operation, and other operating costs which exceed 110 percent.
