The benefit levels for an eligible household shall be determined by the department based on all of the following:
- (1) The household's income level;
- (2) The type and average cost of the household's primary heating source;
- (3) The region of the state in which the household resides;
- (4) The household size; and
- (5) The availability of program funds.
