The department may suspend payment of an adoption subsidy to the adoptive parents if:

1. (1) The child has been removed from the adoptive home due to a report of child abuse or neglect; or
2. (2) The child no longer resides in the adoptive home, and the adoptive parents are no longer responsible for the child financially.
