The department shall provide temporary assistance to eligible U. S. citizens and their dependents returning from foreign countries if:

1. (1) The individual is a citizen of the United States or a dependent of a citizen of the United States;
2. (2) A written statement has been transmitted to the department by an authorized official of the Department of State, containing information which identifies the individual as having returned to the United States because of destitution, illness, war, threat of war, invasion, or similar crisis; and

3. (3) The individual is without resources immediately accessible to meet needs.
