If a child is removed from the home of a specified relative as a result of a court action, the department, or a public agency under contract with the department, must develop a plan for alternative care and services. The plan must:

1. (1) Make available emergency care for the child;
2. (2) Improve conditions in the home from which the child was removed;
3. (3) Provide for the placement and care of the child in another home approved by the department; or

4. (4) Proceed with plans for the adoption of the child.
