For purposes of public assistance, good cause for refusing to accept employment is established if:
(5) The total daily commuting time to and from home to the work site by available transportation exceeds two hours, exclusive of the time necessary to transport children to and from a child care facility. If a longer commuting time is common in the community, the round trip commuting time may not exceed the commuting time common in the community.
