In addition to the criteria established in § 67:12:06:43, good cause criteria for an applicant or recipient who is part of the 1115 waiver group and who voluntarily terminates employment is established if:
(7) After accepting employment, the employment did not materialize for a reason beyond the control of the applicant or recipient or became unsuitable for one of the reasons contained in § 67:12:06:44.
