The amount of assistance paid to an assistance unit is computed by:
(5) Subtracting unemployment compensation.
No payment may be made to a recipient in any month in which the amount of the assistance payment, not considering recoupment amounts, is less than ten dollars. A recipient denied solely because of this limitation is considered an aid to families with dependent children recipient for all other purposes.
