The department shall correct any underpayment as soon as possible. The amount of a retroactive payment made to a recipient may not be considered as income or a resource when determining eligibility and the amount of the aid to families with dependent children assistance in the month paid or in the following month. The retroactive payment or any balance remaining is considered in the determination of the continuing eligibility for aid to families with dependent children assistance of the recipient in the succeeding months.
