Payments received as a volunteer under Title I (VISTA) of the Domestic Volunteer Service Act of 1973, Pub. L. No. 93-113, 87 Stat.394 (1973), must be excluded in determining aid to families with dependent children (AFDC) eligibility and the amount of AFDC payment.
