Recipients' right to request conference -- Time to make request. A recipient whose payment cannot be authorized, is terminated or reduced, or is changed in manner or form has the right to have a conference with department staff if the request is made during the ten-day advance written notice period, or within ten days from the date of action.

An applicant who receives written notice of a decision made regarding the applicant's application may also request a conference within ten days after the written notice has been mailed.
