Aid to Families With Dependent Children eligibility is not affected if either the child or the payee relative is temporarily absent from the home, as long as the payee relative continues to:

1. (1) Provide a home where the child can return at any time; and
2. (2) Have primary responsibility for the major decisions as to the child's discipline and welfare.
