Eligibility for a parent who is under age 18 and not married is limited to an individual who meets all of the following criteria:

1. (1) Is living with a parent, legal guardian, or adult relative who meets the requirements of § 67:10:01:06;
2. (2) Has a child in the individual's care; and

3. (3) Has completed high school or its equivalent or is participating in educational activities directed toward the attainment of a high school diploma or its equivalent.
