A child who attends a boarding school, including a school for the blind or a school for the deaf, or who is in a treatment program is considered to be living in the home of the caretaker relative as long as the caretaker relative continues to provide a home to which the child can return at any time and continues to have primary responsibility for the major decisions as to the child's discipline and welfare.
