A county treasurer shall accept an application for the transfer of a title with an open lien if the application is accompanied by a completed "Order to Cancel Lien" or "Lienholder's Notice of Filing" form. Upon receipt of the title and other paperwork from the county treasurer, the Division of Motor Vehicles shall cancel the lien on the vehicle computer system.
