In addition to other statutory requirements to qualify as a fertilizer or a pesticide, which includes herbicides, rodenticides, fungicides, fumigants, and insecticides, a material must be registered with and approved by the Department of Agriculture and Natural Resources under the provisions of SDCL chapter 38-19, 38-20A, or 39-14.
