If an employee voluntarily accepts a demotion or is demoted for cause, the employee shall receive a rate of pay in the lower pay grade that the appointing authority considers appropriate, taking into consideration internal equity and budget. In no case may the employee receive an increase in pay. If an employee's position is reclassified to a classification with a lower market value, the employee's rate of pay shall not be adjusted.
