An employee may appeal any existing agreement, contract, policy, or rule, excluding pay and overtime pay issues, as they apply to the conditions of employment. The appeal shall be made pursuant to the departmental grievance procedure found in § 55:10:08:16 if the department does not have an approved procedure.
