To be eligible for appointment to a law enforcement position, an applicant shall meet the following requirements:

1. (1) United States citizenship;
2. (2) Attainment of at least 21 years of age at time of appointment;
3. (3) Possession of or ability to obtain a South Dakota driver's license; and
4. (4) Has not been convicted of a felony.
