In any action, the Division of Labor and Management may in its discretion direct the attorneys for the parties and any unrepresented parties to appear by telephonic conference before a hearing for such purposes as the following:

1. (1) Expediting the disposition of the petition for hearing;
2. (2) Not allowing the case to become protracted;
3. (3) Requiring thorough preparation; and
4. (4) Facilitating settlement.
