If the right of an employee to vote is challenged at an election by a party to the proceeding, the challenge shall be made after the employee has voted but before the ballot is cast. A challenged ballot shall be sealed in a separate envelope provided for that purpose and then shall be delivered to the division which shall determine eligibility. If the challenged ballots are insufficient in number to affect the result of the election, no determination of eligibility shall be made.
