Eligibility criteria.

To be eligible for services through the communication assistance service program, the applicant must:

(1) Be a resident of South Dakota;
(2) Be deaf, hard of hearing, or speech impaired;
(3) Have barriers that inhibit community and employment inclusion; and
(4) Have a demonstrated need for communication assistance services.
