To be eligible to receive a special emergency provision a participant shall meet the following criteria;

1. (1) Have an income that falls below 115 percent of the state median income;
2. (2) Be at imminent risk of hospitalization or require more comprehensive and costly support; and
3. (3) Have explored and exhausted all other available options.
