Community training services must be provided cost-free to an eligible participant whose net income is less than 185 percent of the federal poverty level or who is a recipient of, or eligible for, Supplemental Security Income. If the participant's income equals or exceeds 185 percent of the federal poverty level, the participant shall pay 100 percent of the costs of services received.
