The division shall determine eligibility for any individual applying for the strengthening families program within 14 calendar days of receipt of the application.

The division shall send a written notice to the applicant, the applicant's parent if the applicant is under 18 years of age, or the applicant's guardian, informing the applicant of the results of the eligibility determination. If the applicant is determined to be ineligible, the notice shall state the reason the applicant is not eligible and the process for appealing the decision pursuant to § 46:11:10:09.
