A fair hearing by an impartial hearing officer shall be held within 90 days after the department receives a request by the provider. The hearing officer shall set a time and place for the hearing to be held at the earliest reasonable time. The hearing officer may continue the hearing at the request of any parties involved and upon agreement by the parties to a specific extension of time.
