1. (1) For an inhalable cannabis product:

   1. (a) A level of any contaminant listed in § 44:90:05:10 at or in excess of the corresponding action level specified in that section; or

   2. (b) Residual solvents other than glycerin, propylene glycol, or cooking fats at or in excess of the following action level:
