A hospital offering outpatient rehabilitation services shall maintain written policies and procedures relating to staff, functions of services, and outpatient medical records. The outpatient rehabilitation department shall have space and equipment to meet the needs of the patient, staff, and visitors; and shall maintain cooperative arrangements and communications with treatment-related community agencies. A physician shall be responsible for the professional services. A physician or administrator shall be responsible for administrative services.
