The department may instruct a person who owns or is in possession of an animal known or suspected to be a carrier of an infectious agent in public health measures for preventing infection and spread of disease. If the department knows or has reason to believe, because of testing or epidemiological information, that an animal is infected with an infectious agent and is a threat to the public health, it may issue a public health notice directing the person who owns or is in possession of the animal to take one or more of the following actions:
