44 : 05 : 02 : 17 . Mandatory response time. An ambulance service that operates a ground ambulance shall respond to ninety percent of all emergency calls received within fifteen minutes after receiving the call. The ambulance service shall respond to any emergency call within a maximum of twenty minutes after receiving the call. For the purposes of this section, " r espond to , " means the ground ambulance is enroute to the location where emergency medical services have been requested.
