The designated agent shall carry out all duties of the department outlined in SDCL 34-18 unless modified by contract. The designated agent shall also perform all duties contained in memorandum agreements between the state Department of Health and other state departments and enforce all regulations, policy memorandums, and interpretations issued by the department relating to SDCL 34-18.
