Licensed nonresident bait dealers shall maintain the following records for bait sold or purchased in the state:

1. (1) Date of purchase or sale;
2. (2) Name and address of buyer or seller;
3. (3) Gallons of baitfish bought or sold by species;
4. (4) Number of amphibians bought or sold by species;
5. (5) Number of crustaceans bought or sold by species; and
6. (6) Pounds of leeches bought and sold.
