No person may possess fish on the ice or transport dressed fish from the waters of this state to the person's domicile unless those fish can be readily counted. Two fillets are the equivalent of one fish. Frozen fish shall be packaged individually when transported or when placed in public storage. Fish placed in public storage shall be identified and tagged according to the requirements set forth in SDCL 41-14-4.
