The following are eligible to participate in the youth deer season:

1. (1) Any person who has reached the age of 12 years during the period September through December 31 and has not reached the age of 18 years by June 30; and

2. (2) Any person who has not received a mentored deer license.

   Land operator preference is not applicable under this chapter.
