The department shall give preference, utilizing the procedure established for unsuccessful applicants in § 41:06:01:10, to applicants who are unsuccessful in drawing licenses authorized by this chapter. Applicants may apply for no more than one license in the initial lottery. Successful applicants may apply for additional licenses as provided in § 41:06:01:09.
