The maximum number of nonresident waterfowl licenses to be issued by lottery is four thousand two hundred special nonresident waterfowl licenses, two thousand temporary nonresident early fall Canada goose licenses, two thousand one hundred temporary nonresident fall three-day waterfowl licenses, one hundred nonresident youth waterfowl licenses, and ten thousand temporary nonresident spring snow goose licenses, divided for administrative purposes as follows:
- (1) Unit NRW-00A: the counties of Bon Homme, Charles Mix, Clay, Union, and Yankton. No more than two hundred fifty special nonresident waterfowl licenses may be issued;
- (2) Unit NRW-00B: all counties not in Unit NRW-00A. No more than three thousand nine hundred fifty special nonresident waterfowl licenses may be issued;
- (3) Unit NRW-00C: statewide except Units 2 and 3 as described in § 41:06:16:07. No more than two thousand temporary nonresident early fall Canada goose waterfowl licenses may be issued;
- (4) Unit NRW-00X: the counties of Hughes, Lyman, Potter, Stanley, and Sully. No more than seven hundred fifty temporary nonresident fall three-day waterfowl licenses may be issued. A license issued pursuant to this subdivision is valid only on private property;
- (5) Unit NRW-00V: the counties of Brown, Campbell, Edmunds, Faulk, McPherson, and Walworth. No more than five hundred fifty temporary nonresident fall three-day waterfowl licenses may be issued. A license issued pursuant to this subdivision is valid only on private property;
- (6) Unit NRW-00Y: the counties of Clark, Codington, Day, Deuel, Grant, Hamlin, Marshall, Roberts, and Spink. No more than five hundred temporary nonresident fall three-day waterfowl licenses may be issued;
- (7) Unit NRW-00Z: statewide except the counties in Units NRW-00A, NRW-00V, NRW-00X and NRW-00Y. No more than three hundred temporary nonresident fall three-day waterfowl licenses may be issued. A license issued pursuant to this subdivision is valid only on private property;
- (8) Unit NRW-ST1: statewide. No more than ten thousand temporary nonresident spring snow goose licenses may be issued. A license issued pursuant to this subdivision is valid only during a conservation order issued as described in § 41:06:16:07;
(9) Unit NYW-YW1: statewide. No more than one hundred nonresident youth and mentored youth waterfowl licenses may be issued for the youth and mentored youth waterfowl season established in § 41:06:49:01. A nonresident youth or mentored youth may also hunt during the youth waterfowl season, with a valid waterfowl hunting license, as provided for in this section.
A license issued under this section is valid only in the unit for which it is issued.
