41 : 06 : 01 : 19 . Sage grouse hunting permits -- Procedure -- Requirements. Free hunting permits for the sage grouse season shall be allocated to resident hunters by a lottery drawing through the initial draw. Any permit remaining after the initial draw shall be made available to resident and nonresident hunters on a first-come first - serve basis. To be eligible, an applicant for a permit shall have a valid small game or combination license.
