Upon consultation with the chairman of the commission, the secretary of the department may limit the sale of any big game hunting licenses remaining unsold in specific hunting units following a second lottery drawing if the secretary determines there has been documented unforeseen deaths or illnesses of the big game animals within the respective hunting unit.
