ARSD 41:03:02:13
No person may operate nor allow another person to operate a motor vehicle, as defined in SDCL 41-1-1, on any road or parking area within public lands owned, leased, managed, or controlled by the department, unless the vehicle displays a valid license plate with the following exceptions:
(2) Any combustion-engine-powered moped or scooter having a maximum engine displacement of 50cc.
A person may operate a golf cart that does not display a valid license plate on any road or parking area within a state park or recreation area except on any road with a posted speed limit of more than 35 miles per hour. A person may not operate a golf cart that does not display a valid license plate in Custer State Park, except on any road or parking area within a campground.
