Applications shall be considered for loan approval upon completion of the administrative and technical review. Approval shall be based upon the following:

1. (1) Results of the administrative and technical review;
2. (2) Economic stability of the applicant;
3. (3) Demonstrated ability of the applicant to utilize the funds to implement the energy conservation measures; and
4. (4) Comparative standing among all applicants for funds available. Criteria will include payback, fuel type saved, and geographical location.
