The board may authorize free admission days and discount promotion programs for the Cultural Heritage Center Museum. The board shall base its decision on the following:

1. (1) The promotional value to the museum of a free or reduced admission;
2. (2) The number of persons affected; and
3. (3) The cost to the museum.
