When selecting Richard Hagen-Minerva Harvey Memorial Scholarship recipients from among eligible applicants, the board shall give preference to those individuals whose achievements suggest a commitment to learning and leadership. Such considerations may include the following:

1. (1) Demonstration of leadership potential;
2. (2) Demonstration of exceptional talent;
3. (3) Composite score on the test administered by the American College Testing Program;
4. (4) High school cumulative grade point average;
5. (5) Other facts or circumstances that demonstrate high levels of accomplishment, persistence, and drive for success.
