24 : 28 : 28 : 02 . Existing expired or invalid certificates. A certificate holder with an expired or invalid certificate on July 1, 2017, who has not previously been granted two one-year certificates may be granted a one-year temporary certificate to meet renewal requirements. Certificates may not be issued pursuant to this section after June 30, 2018.
